LEGAL AUTHORITY FOR CREATION AND OPERATION(State)
Texas Health and Safety Code, Chapter 772, Subchapter B.
GENERAL POWER AND DUTIES
The purpose of this state law is to establish the number 9-1-1 as the primary emergency telephone number for use by certain local governments to develop and improve emergency communication procedures and facilities in a manner that makes possible the quick response to any person calling the telephone numbers 9-1-1 seeking police, fire, medical and other emergency services. Subchapter B applies to counties with a population in excess of 2 million (Harris County). The Board of Managers is created to name, control and manage the district.
MEETING TIME AND LOCATION
Fourth Wednesday of the month, 1:00 p.m.; 10220 Fairbanks North Houston Road, 1st Floor, Board Room.
COMPOSITION
TOTAL: 6 members
Positions 1 & 2: Appointed by the mayor of Houston and approved by City Council.
Position 3: Appointed by Harris County Commissioner's Court.
Position 4: Appointed jointly by volunteer fire departments operating in the district.
Position 5: Appointed jointly by participating nonprincipal municipalities.
Position 6: Appointed by the principal service supplier (AT&T) (Non-Voting).
COMPENSATION: The members of the board in the performance of their duties as such, shall serve without compensation.
TERM: Two years (staggered). Each board member holds office until successor is appointed and qualified by appointing jurisdiction.
CHAIRPERSON: The chairperson is elected by the board’s membership.
QUORUM: A majority of the voting members of the board constitutes a quorum.
FINANCIAL ACCOUNTABILITY
Entity is NOT included in the financial reporting for the City of Houston. Required to take an Ethics Course.
