LEGAL AUTHORITY FOR CREATION AND OPERATION(City)
City of Houston Ordinance No. 98-1112. City of Houston Ordinance No. 99-913. City of Houston Ordinance No. 2000-358. City of Houston, Texas, Resolution No. 2000-10. Texas Tax Code, Chapter 311.
GENERAL POWER AND DUTIES
To make recommendations to City Council concerning the administration of the Zone. Prepare or cause to be prepared to adopt a project and financing plan for the Zone and submit such plans to the City Council for its approval.
MEETING TIME AND LOCATION
Time and date of meeting to be determined by Board (notices of same will be posted).
COMPOSITION
TOTAL: 7 members
Positions 1 through 5: Mayor appointed, confirmed by City Council.
Positions 6: Reserved HISD appointee.
Position 7: Reserved for taxing unit within the Zone.
QUALIFICATIONS (Non – Petition)
(A) A qualified voter of the municipality; OR
(B) At least 18 years of age and own real property in the zone, whether or not the individual resides in the municipality.
PROCESS: Positions 1 through 5 and Chair.
1. Memo from Mayor to City Council nominating and appointing Director(s)
2. Attach resume with home address
3. Send memo to City Secretary for calendaring on agenda 2 weeks following the date of memo
Position 6: Reserved for HISD taxing unit, levying taxes on real property in the Zone, which may appoint a director.
Position 7: Reserved for other taxing unit, levying taxes on real property in the Zone, which may appoint a director. If taxing unit does not participate in the Zone, than the process for positions 1-5 is followed.
CORRESPONDING BOARD: City Park Redevelopment Authority.
TERM: Odd-numbered positions shall expire Dec. 7 of even-numbered years. Even-numbered positions shall expire Dec. 7 of odd- numbered years.
CHAIRPERSON: Appointed by the Mayor, confirmed by City Council. Serves a 1 year term expiring Dec. 7.
QUORUM: Not specified.
COMPENSATION: Not specified.
DURATION OF BOARD AS PROPOSED BY ORDINANCE No. 98-1112: Jan. 1, 1999 – Dec. 31, 2028.
FINANCIAL ACCOUNTABILITY
Entity is included in the financial reporting for the City of Houston. Required to take an Ethics Course.
