LEGAL AUTHORITY FOR CREATION AND OPERATION(City)
Texas Tax Code, Chapter 311, City of Houston Ordinance No. 98-1112 and 99-913, City of Houston Resolution No. 2000-10.
GENERAL POWER AND DUTIES
To make recommendations to City Council concerning the administration of the Zone. Prepare or cause to be prepared to adopt a project and financing plan for the Zone and submit such plans to the City Council for its approval.
MEETING TIME AND LOCATION
Time and date of meeting to be determined by Board (notices of same will be posted).
COMPOSITION
Seven members
Positions 1-5: Mayor appointed, confirmed by City Council.
Positions 6: Reserved HISD appointee.
Position 7: Reserved for taxing unit within the Zone.
QUALIFICATIONS (Non – Petition)
(A) A qualified voter of the municipality; OR
(B) At least 18 years of age and own real property in the zone, whether or not the individual resides in the municipality.

TERM:
Odd-numbered positions shall expire December 7th of even-numbered years
Even-numbered positions shall expire December 7th of odd- numbered years
CHAIRPERSON: The member of the Board of Directors appointed to Position Three is hereby designated to serve as the chair of the Board of Directors for a one-year term beginning on the effective date of this Ordinance. Thereafter the Mayor shall annually nominate and appoint, subject to City Council approval, a member to serve as chair for a term of one year beginning on the anniversary of the effective date of this Ordinance, December 7th.
PROCESS
Positions 1-5 and Chair:
1. Memo from Mayor to City Council nominating and appointing Director(s)
2. Attach resume with home address
3. Send memo to City Secretary for calendaring on agenda 2 weeks following the date of memo
Positions 6: Reserved for HISD taxing unit levying taxes within the Zone, which may appoint a director 2
Position 7: Reserved for other taxing unit levying taxes within the Zone, which may appoint a director. If taxing unit does not participate in the Zone, than the process for positions 1-5 is followed.

January 1, 1999 – December 31, 2028
1 Appointments to Authority Board addressed with corresponding TIRZ appointments.
2 Failure to appoint a director shall not be deemed a waiver.
FINANCIAL ACCOUNTABILITY
Entity is included in the financial reporting for the City of Houston. Required to take an Ethics Course.
