LEGAL AUTHORITY FOR CREATION AND OPERATION(State)

GENERAL POWER AND DUTIES
To make recommendations to City Council concerning the administration of the Zone. Prepare or cause to be prepared to adopt a project plan and a financing plan for the Zone and submit such plans to the City Council for its approval.
MEETING TIME AND LOCATION
Time and date of meeting to be determined by Board (notices of same will be posted).
COMPOSITION
TOTAL: 9 members
Position 1: State Senator, District 13 or representative.
Position 2: State Representative, District 147 or representative.
Position 3 through 7: Mayor appointed, confirmed by City Council.
Position 8: Reserved for HISD appointee.
Position 9: Reserved for Harris County appointee.
QUALIFICATIONS (Petition)
(A) Be at least 18 years of age; AND
(B) Own real property in the zone or be an employee or agent of a person that owns real property in the zone.
PROCESS: Positions 1 and 2 require no action by the City. Positions 3 through 7 and Chair:
1. Memo from Mayor to City Council nominating and appointing Director(s).
2. Attach resume with home address.
3. Send memo to City Secretary for calendaring on agenda 2 weeks following the date of memo.
Positions 8 and 9 reserved for HISD and Harris County taxing units levying taxes within the Zone, which may appoint one director. If the organization, Harris County, does not participate in the Zone, the process for positions 3 through 7 is followed.
CORRESPONDING BOARD: Fourth Ward Redevelopment Authority.
TERM: Positions 1and 2 serve by operation of law. Positions 3 through 5 expire June 8 of odd-numbered years. Positions 6 through 9 expire June 8 of even-numbered years.
CHAIRPERSON: Appointed by the Mayor, confirmed by City Council. Serves a 1 year term expiring on June 8.
DURATION OF BOARD AS PROPOSED BY ORDINANCE No. 1999-565: Jan. 1, 2000 – Dec. 31, 2029.
