LEGAL AUTHORITY FOR CREATION AND OPERATION(City)
City of Houston, Electrical Code, Sections 203.1 through 203.7.

GENERAL POWER AND DUTIES
The duties and responsibilities of the Board shall include the following:
1. Hear all cases involving revocation of a license or registration.
2. Conduct those hearings and appeals that are provided in this code to be conducted by the Electrical Board.
3. Hear appeals from decisions of the building official concerning interpretation of this code and the use of alternate materials and wiring methods; provided, however, the Board shall not have jurisdiction to hear any matter that is the subject of any case pending before the municipal courts.


MEETING TIME AND LOCATION
Second and Fourth Tuesday of the month, when necessary, 5:00 to 7:00 p.m.; 3300 Main St, Houston.

COMPOSITION
TOTAL: 11 members, positions numbered one through ten shall be filled by persons appointed by the Mayor and confirmed by the City Council. Each of the eleven positions of the Board shall be numbered. Each Board meeting or any hearing may be attended by the City’s legal staff.
Positions 1 through 4: Shall be filled by duly licensed master electricians.
Position 5: Shall be filled by an electrical engineer in the employ of an electric utility company operating under a City franchise.
Positions 6 & 7: Shall be filled by consulting or practicing engineers who are directly connected with the electrical construction industry and are licensed professional engineers of the State of Texas.
Positions 8 through 10: Shall be filled by representatives from the City at large.
Position 11: Shall be filled by the Electrical Division Manager, who shall serve as secretary of the Electrical Board. The Electrical Division Manager, from time to time, may designate, in writing, a member of the City's Electrical Inspection Section to act as his or her duly authorized representative. The representative shall be entitled to all rights and privileges of the position. A copy of the designation, specifying the dates the person shall act as representative of the Electrical Division Manager shall be filed with the minutes of the Board.

COMPENSATION: Each member of the board shall receive $50.00 per diem for his services while attending meetings of the Electrical Board. A member of the Board who is employed by the City shall be paid only for those meetings which are not held during, or continue beyond, his regular working hours.
QUORUM: Half of the members of the Electrical Board present at any meeting shall constitute a quorum for the transaction of all business of the Board.
TERM: The term of office for persons appointed to positions numbered 1, 3, 5, 7 and 9 under this code shall expire on the 2nd day of January of off-numbered years, and the term of office for persons appointed to positions numbered 2, 4, 6, 8 and 10 under this code shall expire on the 2nd day of January of even-numbered years. However, all members shall continue in office until their respective successors shall have been appointed.
CHAIRPERSON: The Mayor shall designate a member to be chairperson.
