LEGAL AUTHORITY FOR CREATION AND OPERATION(City)
Texas Tax Code, Chapter 311, City of Houston Ordinance No. 99-759 and City of Houston Resolution No. 2002-26.
GENERAL POWER AND DUTIES
To make recommendations to City Council concerning the administration of the Zone. Prepare or cause to be prepared to adopt a project plan and a financing plan for the Zone and submit such plans to the City Council for its approval.
MEETING TIME AND LOCATION
Time and date of meeting to be determined by Board (notices of same will be posted).
COMPOSITION
Seven members
Positions 1-5: Mayor appointed, confirmed by City Council.
Positions 6 and 7: Reserved for taxing units within the Zone
Chairperson: Mayor appointed, confirmed by City Council
QUALIFICATIONS (Non – Petition)
(A) Be a qualified voter of the City; OR
(B) Be at least 18 years of age and own real property in the zone, whether or not the individual resides in the City.

Odd numbered positions expire July 20 of odd-numbered years
Even numbered positions expire July 20 of even-numbered years
Chair positions expires on December 31 annually
PROCESS
Positions 1 – 5 and Chair:
1. Memo from Mayor to City Council nominating and appointing Director(s)
2. Attach resume with home address
3. Send memo to City Secretary for calendaring on agenda 2 weeks following the date of memo.
Positions 6 and 7: Reserved for taxing units levying taxes within the Zone, which may appoint one director. If the respective organization, does not participate in the Zone, the process for positions 1-5 is followed.
