LEGAL AUTHORITY FOR CREATION AND OPERATION(City)
The Land Assemblage Redevelopment Authority ("LARA" or the "Authority"), a Texas non-profit corporation created and organized by the City of Houston as a local government corporation pursuant to the Texas Transportation Code Annotated, Section 431.101, et seq., and the Texas Local Government Code Annotated, Section 394.001 et seq. City of Houston Resolution Number 1999-59, dated October 27, 1999; City of Houston Ordinance No. 2003-1018, dated November 5, 2003.

GENERAL POWER AND DUTIES
The Land Assemblage Redevelopment Authority (LARA) is organized for the purpose of aiding, assisting, and acting on behalf of the City in the performance of its governmental functions to promote the common good and general welfare of the City in undertaking and completing one or more projects, as may be defined or determined by the City Council. In particular, such projects shall include, without limitation, the acquisition assemblage, management, marketing, development and disposition of properties which have been acquired by the City through foreclosure of delinquent ad valorem taxes pursuant to an interlocal cooperation agreement with other taxing authorities, including the redevelopment of such properties.

MEETING TIME AND LOCATION
2:00 p.m., The Fourth Friday of each month at the Public Level Annex Council Chambers.

COMPOSITION
The Authority shall consist of thirteen directors. The City agrees to appoint at least two Board members who have direct relations with one or more of the targeted neighborhoods. Evidence of direct relations with a targeted neighborhood includes residence in the targeted neighborhood, ownership of property, operation of a business or church and/or civic club participation in the targeted neighborhood.

Positions 1 through 5. Will be appointed by the Mayor.
Positions 6 & 7. Will be appointed by the City Council.
Positions 8 through 10. Will be reserved for appointees of the Houston Independent School District (HISD).
Positions 11 through 13. Will be reserved for appointees of Harris County. (PLEASE SEE SPECIAL NOTE)

QUALIFICATIONS: To be qualified to serve as a director:
1. A person must be a resident of the City.
2. A person must be at least 18 years old.

SPECIAL NOTE: If either HISD or Harris County does not appoint a person for Position six or Position seven respectively, on the Board, the Mayor of the City of Houston, with the consent of the City Council, shall appoint the person for the position for which there is no appointee.

QUORUM: A majority of the voting members of the Board shall constitute a quorum for the consideration of matters pertaining to the purposes of the Authority.
TERM: Each director shall serve for a term of two years or until his or her successor is appointed, unless such director has been appointed to fill an unexpired term, in which case the term of the director shall expire on the expiration date of the term of the director whom he or she was appointed to replace. Any director may be removed from office at any time, with or without cause, by the City Council.
CHARIPERSON: The chairperson will always be appointed by the Mayor to one of his or her designated positions (Positions one through five).


FINANCIAL ACCOUNTABILITY
Entity is included in the financial reporting for the City of Houston. Required to take an Ethics Course.
