GENERAL POWER AND DUTIES
The Gulf Coast Waste Disposal Authority was created to assist in abating water and solid waste pollution in Chambers, Galveston and Harris Counties. It serves as a vehicle for environmental projects for local governments in the three county area. GCA is authorized by Statute to build, acquire, own and operate waste treatment facilities and related appurtenances. It has the power of eminent domain, taxation (never exercised), regulation, rate setting and other activities commonly vested in local governments. The Authority, to accomplish its objectives, can receive gifts and grants and issue bonds to finance waste disposal projects. It has the power to contract with other public agencies as well as with private parties for periods of up to fifty years. It is a wholly self-supporting organization, which is funded by fees charged for services provided.

MEETING TIME AND LOCATION
The Board shall meet at least once each month, and may meet at any other time provided in its Bylaws. The Board of Directors usually meets the second Thursday of each month; 910 Bay Area Boulevard, Houston.

COMPOSITION
TOTAL: 9 directors
1. From each county within the district, the Governor of the State of Texas shall appoint one director.
2. From each county within the District, the County Commissioners Court of that county shall appoint one Director. (Chambers, Galveston and Harris Counties)
3. From each county within the District, the municipalities waste disposal council of that county, hereinafter created, shall appoint one Director.
QUALIFICATIONS: To be qualified to be appointed a Director, a person must be a qualified property taxpaying elector of the county from which he is appointed.
NOTE: Three members are appointed by the Municipality Waste Disposal Councils, which are composed of the Mayors of cities in each respective county. The Mayor of the City of Houston is the temporary chairperson for the election of the municipal representative from Harris County. Each Mayor within each of a municipal council has one vote.

COMPENSATION: A director is entitled to receive an allowance of $100.00 a day and reimbursement for actual and necessary expenses incurred for each day the directors spends:
1. Attending meetings of the Board; or
2. Attending to the business of the Authority which is authorized by a resolution of the Board.
QUORUM: Except as otherwise provided in this Act, the vote of a majority of Directors is required for Board action.
TERM: A Director's term of office shall be two years, commencing September 1 of the year of his appointment. Terms are staggered. When a director's term expires, his successor shall be appointed by the same source and in the same manner as was the director whose term expired.
CHAIRPERSON: The Board shall elect from its members a chairperson. A person who is elected to a Board office shall serve for two years in that capacity or until he ceases to be a director, if this event occurs within two years. Officers' terms shall commence on September 1.


FINANCIAL ACCOUNTABILITY
Entity is NOT included in the financial reporting for the City of Houston. Required to take an Ethics Course.
