LEGAL AUTHORITY FOR CREATION AND OPERATION(State)
Title 1. Property Tax Code, Subtitle B. Property Tax Administration, Chapter 6. Local Administration, Subchapter A. Appraisal Districts. Sections. 6.01, 6.031, and 6.04.

GENERAL POWER AND DUTIES
The Appraisal District is responsible for appraising property for ad valorem tax purposes. Each taxing unit that imposes ad valorem taxes on property in the District is required to use the District's appraised values. Section 6.01, Texas Tax Code.

MEETING TIME AND LOCATION
The third Wednesday of the month, at 9:30 a.m., 13013 Northwest Freeway, 7th Floor, Houston. However, the Board may not meet less often than once each calendar quarter.

COMPOSITION
TOTAL: 6 directors, 5 voting, 1 non voting. They are appointed by the governing bodies of the City of Houston, Harris County, Houston Independent School District (HISD), and other municipalities in Harris County, other school districts in Harris County, and conservation and reclamation districts in Harris County.
SPECIAL APPOINTMENT PROCEDURE: Appointment to the Harris County Appraisal District (HCAD) requires a Council resolution, as set out in Rule 19 of the Council rules of procedure.
Voting Positions:
(1) Must have resided in the district for at leaast 2 years immediately preceding the date the individual takes office.
(2)Section 6.035(a) of the Tax Code prohibits a person from serving on the board of directors of an appraisal district if he or she is:  (1) related within the second degree by blood or marriage to a person engaged in the business of appraising property or of representing property owners in proceedings at the appraisal district or (2) owns property that has had delinquent taxes for more than 60 days.  Section 6.036(a) of the Tax Code states that a nominee cannot be appointed if he or she is a party to a contract with (1) the appraisal district or (2) a taxing unit if the contract involves tax work.
Non Voting Position: County Assessor-Collector

QUORUM: Attendance by the majority of directors constitutes a quorum.
TERM: Members of the Board of Directors other than the Harris County Assessor-Collector serving as a nonvoting Director serve two-year terms beginning on January 1 of even-numbered years.
CHAIRPERSON: At its first meeting each calendar year, the Board shall elect from its members a chairperson and a secretary.
COMPENSATION: Not specified.


FINANCIAL ACCOUNTABILITY
Entity is NOT included in the financial reporting for the City of Houston. Required to take an Ethics Course.
