GENERAL POWER AND DUTIES
The Higher Education Finance Corporation is a nonprofit corporation organized solely and exclusively for the purpose of aiding institutions of higher education in providing educational facilities, housing facilities and facilities incidental, subordinate, or related thereto or appropriate in connection therewith in accordance with and subject to the provisions of Section 53.33 of the Texas Education Code.
MEETING TIME AND LOCATION
Meet as needed; time and place as determined by the board.
COMPOSITION
TOTAL: 9 directors
Positions 1 through 9: Nominated by the Mayor, confirmed by City Council.
NOTE: No officer or employee of the City of Houston is eligible for appointment as a director.
QUORUM: At all meetings of the board, the presence of at least a majority of directors shall be sufficient to constitute a quorum.
TERM: All terms of members are for two years. Odd-numbered positions expire on January 1 of odd-numbered years; even-numbered positions expire on January 1 of even-numbered years.
CHAIRPERSON: The board shall elect from among its members a president (chairperson).
COMPENSATION: Directors shall serve without receiving compensation.
FINANCIAL ACCOUNTABILITY
Entity is NOT included in the financial reporting for the City of Houston. Required to take an Ethics Course.
