LEGAL AUTHORITY FOR CREATION AND OPERATION(County)
Texas Tax Code Title 1, Chapter 6, Subchapter A, Section 6.03.

GENERAL POWER AND DUTIES
The Board of Directors is responsible for making the District’s major administrative and financial decisions. The Board of Directors, for example, approves the District’s budget and makes decisions concerning major contracts. The Board of Directors also selects the District’s Chief Appraiser, its Taxpayer Liaison Officer and the members of the Appraisal Review Board. The Board of Directors, however, does not take an active role in the appraisal of individual properties. To compile each year’s list (the appraisal roll), the appraisal district performs three basic activities:
1. Identifying taxable property and maintaining current records reflecting its ownership and characteristics.
2. Determining the property’s market value as of January 1 of the tax year.
3. Deciding whether any exemptions apply to the property and recording these exemptions appropriately.
