LEGAL AUTHORITY FOR CREATION AND OPERATION(County)
Texas Tax Code, Title 1, Subtitle B, Chapter 6, Subchapter A, Sections 6.01 through 6.43.

GENERAL POWER AND DUTIES
The board of directors is responsible for making the district’s major administrative and financial decisions. The board of directors, for example, approves the district’s budget and makes decisions concerning major contracts. The board of directors also selects the district’s chief appraiser, its taxpayer liaison officer and the members of the appraisal review board. The board of directors, however, does not take an active role in the appraisal of individual properties.

To compile each year’s list (the appraisal roll), the appraisal district performs three basic activities:
1. Identifying taxable property and maintaining current records reflecting its ownership and characteristics.
2. Determining the property’s market value as of January 1 of the tax year.
3. Deciding whether any exemptions apply to the property and recording these exemptions appropriately.


MEETING TIME AND LOCATION
Meets during the third week of each month, 5:00 p.m., in Room 108 of the appraisal district office located at 2801 B.F. Terry Boulevard, Rosenberg, Texas.

COMPOSITION
TOTAL: 5 directors, appointed by the taxing units that participate in the district

NOMINATION PROCESS: Members of the board of directors other than a county assessor-collector serving as a nonvoting director are appointed by the governing bodies of the incorporated cities and towns, the school districts, and, if entitled to vote, the conservation and reclamation districts that participate in the district and of the county.

QUALIFICATIONS FOR A DIRECTOR: To be eligible to serve on the board of directors, an individual other than a county assessor-collector serving as a nonvoting director must be a resident of the district and must have resided in the district for at least two years immediately preceding the date the individual takes office. An individual who is otherwise eligible to serve on the board is not ineligible because of membership on the governing body of a taxing unit. An employee of a taxing unit that participates in the district is not eligible to serve on the board unless the individual is also a member of the governing body or an elected official of a taxing unit that participates in the district.

TERM: Directors serve staggered two-year terms beginning on January 1 of even-numbered years.
CHAIRPERSON: At its first meeting each calendar year, the board shall elect from its members a chairman and a secretary.
QUORUM: Not specified.
COMPENSATION: Not specified.
