LEGAL AUTHORITY FOR CREATION AND OPERATION(State)
Predecessor statutory authority to Chapter 392 of the Texas Local Government Code; City of Houston Resolution dated January 19, 1938; Mayor's Certificate of Appointment dated January 31, 1938; Minutes of Organization Meeting of January 31, 1938; Amended Bylaws dated October 21, 1986; Chapter 392 of the Texas Local Government Code.

GENERAL POWER AND DUTIES
The Houston Housing Authority (HHA) shall act under the following general powers and duties:
1. To operate, construct and lease housing projects in its area of operation.
2. To provide decent, safe and sanitary housing for low to moderate income families and individuals.
3. To serve as a resource agency to public and private interests, in developing housing policies and programs.
4. To create living environments that aid in building and or reestablishing pride and confidence with a focus on maximizing opportunity for economic socially responsible independence.


MEETING TIME AND LOCATION
The third Tuesday of the month, at the HHA Offices, 2640 Fountainview Dr, 4th Floor, Houston.

COMPOSITION
The Board of Commissioners is comprised of five members. Commissioners are appointed by the Mayor of the City of Houston.
1. Commissioners may not be officers or employees of the City of Houston.
2. One Commissioner must be a tenant of a Houston Public Housing Project, of which the HHA has jurisdiction and the tenant Commissioner may not serve more than two consecutive terms.

TERM: The term of all appointed Commissioners shall be for two years. A certificate of appointment shall be filed with the City Secretary.
CHAIRPERSON: A chairperson and vice-chairperson are elected by the sitting HHA Board of Commissioners.


FINANCIAL ACCOUNTABILITY
Entity is NOT included in the financial reporting for the City of Houston. Required to take an Ethics Course.
