LEGAL AUTHORITY FOR CREATION AND OPERATION(State)
City of Houston Resolution No. 79-61. City of Houston Resolution No. 2005-7. Texas Local Government Code, Chapter 394. Amended Articles of Incorporation. Amended Bylaws.
GENERAL POWER AND DUTIES
The Corporation is organized solely to carry out the purposes of the Texas Housing Finance Corporations Act and shall have and possess all powers enumerated in such Act, including the powers to issue bonds, notes and other obligations, to borrow money and to enter into contracts to promote residential development.
MEETING TIME AND LOCATION
Meeting time and location to be determined by membership.
COMPOSITION
TOTAL: 12 members
Positons 1 through 11: City of Houston residents appointed by City Council resolution upon recommendation by the Mayor
Position 12: filled by the Director of the City of Houston Housing and Community Development Department.
NOTE: Directors may be members of the governing body, and officers or employees of the local government.
PRESIDENT: Appointed by the Mayor.
TERM: Not to exceed three years. Terms are staggered and all expire on December 5 of the 3rd year.
COMPENSATION: Directors shall serve without compensation, unless the Board of Directors passes a resolution to pay each director a set amount for attendance at meetings.
QUORUM: A majority of the directors fixed by the Articles of Incorporation shall constitute quorum.
FINANCIAL ACCOUNTABILITY
Entity is included in the financial reporting for the City of Houston. Required to take an Ethics Course.
