LEGAL AUTHORITY FOR CREATION AND OPERATION(State)
Texas Legislative 74th Session HB 1863, Section 4. Codified in the V.T.C.A., Government Code, Chapter 2308, Sub Chapter F.
GENERAL POWER AND DUTIES
The functions, powers, and duties of the Board shall include but are not limited to:
1. Develop the strategic plan for workforce development services for its workforce area, or any policy modifications thereto.
2. Review and approve proposed occupational skills training programs to ensure that the level of skills provided in the programs are in accordance with the guidelines established by the Board.
3. Review, monitor, and evaluate all workforce development programs coming within the purview of the Board.
4. Develop other funding sources for the enhancement of operations of the Board.
5. Request proposals and approve awards for workforce development services.
6. Review and terminate any contract or program meeting programmatic or regulatory standards.
7. Hire, evaluate, or dismiss Board Staff.
8. Approve the operating budget of the Board and any amendments.
MEETING TIME AND LOCATION
Shall meet at least once each three months throughout the year. The Board may meet more frequently, as it determines necessary. The time and date of meetings are to be determined by Board.
COMPOSITION
TOTAL: Up to 63 members
The City of Houston can have up to twenty-four members nominated by the Mayor and appointed by the Governor. Representation must include the business community, labor/community based organizations, education and economic development sectors.
Representatives of the private sector, who:
1. Constitute a majority of the membership of the Board; and
2. Are owners of business concerns, chief executives or chief operating officers of nongovernmental employers, or other private sector executives who have substantial management or decision making experience.
Representatives of organized labor and community-based organizations, who constitute not less than fifteen percent of the membership of the Board.
Representatives of the following:
1. Educational agencies, including community colleges and secondary and postsecondary practitioners representing vocational education that are representative of all educational agencies in the service delivery area:
a. Vocational rehabilitation agencies
b. Public assistance agencies
c. Economic development agencies
d. The public employment service
e. Local literacy councils
d. Adult basic and continuing education organizations
QUORUM: A quorum will consist of fifty percent of the appointed members, representing at least seven counties.
TERM: The term for all Board members shall be two years with no set term limits.
CHAIRPERSON: The Board chairperson must come from among the representatives of private business on the Board.
COMPENSATION: Not specified
FINANCIAL ACCOUNTABILITY
Entity is NOT included in the financial reporting for the City of Houston. Required to take an Ethics Course.
