LEGAL AUTHORITY FOR CREATION AND OPERATION(City)
City of Houston, Code of Ordinances, Chapter 16, Article I, Sections 16-3 through 16-5. Texas Local Government Code, Chapter 30.
GENERAL POWER AND DUTIES
The Municipal Courts of record shall have jurisdiction provided by general law for municipal courts including, but not limited to, jurisdiction over criminal cases arising from city ordinance violation within the territorial limits of the city and to the extent provided by state law jurisdiction for violations of city ordinances arising outside of the territorial limits of the city. The municipal courts of record shall have concurrent jurisdiction with a justice court in any precinct in which the city is located in criminal cases that arise within the territorial limits of the city and are punishable by fine only. The municipal court of record may also issue writs, warrants and other process as authorized by the general laws of the state. Judges must file an annual Financial Disclosure Report.

COMPOSITION
TOTAL: 46 positions, appointed by the Mayor and confirmed by City Council.
MINIMUM QUALIFICATIONS
A Municipal Court Judge must:
1. be a resident of this State;
2. be a citizen of the US;
3. be a licensed attorney in good standing;
4. have two or more years of experience in the practice of law in the State, and;
5. be a resident of the city at the time of appointment.
TERM: Two years
COMPENSATION: Substitute judges shall be compensated on a daily basis for those days upon which they perform services as directed by the presiding judge. The compensation shall be an amount equal to the minimum daily amount payable to a full-time municipal judge as computed on a daily basis. The compensation shall be payable in accordance with a procedure established by the presiding judge and the city controller, provided that the presiding judge shall in each instance certify that the service was requested and performed before any compensation is paid.
ASSIGNMENT: They are assigned to the municipal courts of record as and when needed on a temporary basis by the presiding judge, as authorized by state law.
