LEGAL AUTHORITY FOR CREATION AND OPERATION(City)
Texas Tax Code, Chapter 31, City of Houston Ordinance No. 90-1452, 97-118, and 2001-307,
City of Houston Resolution No. 98-3.
GENERAL POWER AND DUTIES
To make recommendations to City Council concerning the administration of the Zone. Prepare or cause to be prepared to adopt a project plan and a financing plan for the Zone and submit such plans to the City Council for its approval.
MEETING TIME AND LOCATION
Time and date of meeting to be determined by Board (notices of same will be posted).
COMPOSITION
Nine members.
Position 1: State Senator, District 7 or representative
Position 2: State Representative, District 136 or representative
Position 3: Reserved HISD appointee
Position 5: Reserved Harris County appointee
Positions 4, 6 – 9: City Council appointed
Chairperson: City Council appointed.
QUALIFICATIONS (Petition)
(A) Be at least 18 years of age; AND
(B) Own real property in the zone or be an employee or agent of a person who owns real property in the zone.
CORRESPONDING BOARD
Saint George Place Redevelopment Authority.
TERM:
Positions 1 and 2 serve by operation of law
Positions 3 - 5 expire December 31 in even-numbered years
Positions 6 - 9 expire December 31 in odd-numbered years
Chair position expires on December 31 annually.
PROCESS:
Positions 1-3 and 5: Requires no action by the City
Positions 4, 6 – 9 and Chair:
1. City Council motion nominating Director(s)
2. Attach resume with home address
3. Send memo to City Secretary for calendaring on agenda 2 weeks following the date of memo for City Council appointment.
DURATION OF BOARD AS PROPOSED BY ORDINANCE No. 90-1452
January 1, 1991 – December 31, 2031.
City Council appointment is inclusive to St. George TIRZ
Appointments to Authority Board addressed with corresponding TIRZ board
Requires nomination to authority board.
FINANCIAL ACCOUNTABILITY
Entity is included in the financial reporting for the City of Houston. Required to take an Ethics Course.
