LEGAL AUTHORITY FOR CREATION AND OPERATION(City)
City of Houston, Code of Ordinances, Chapter 47, Article IX, Division 4, Section 47-337 and Section 47-338(d) through 47-338(g).
GENERAL POWER AND DUTIES
Consider appeals from decisions of the Director of Public Works and Engineering regarding wastewater capacity reservations under Chapter 47, Article IX of the Code of Ordinances. The decisions of the Wastewater Capacity Reservation Review Board are final.
MEETING TIME AND LOCATION
The Board meets only as needed to review appeals.
COMPOSITION
TOTAL: 5 members
Positions 1 through 3: Appointed by Mayor and confirmed by City Council.
Positions 4 & 5: Appointed by City Council.
Positions 1 & 4: Registered as professional engineers with the State of Texas and shall be actively engaged in the practice of civil engineering.
NOTE: No city employee may serve on the board.
QUORUM: Three members of the board shall constitute a quorum.
TERM: The terms of office for Positions 1, 3 and 5 shall expire on March 1st of odd-numbered years and the terms of office for Positions 2 and 4 shall expire on March 1st of even-numbered years. A member whose term has expired shall continue to serve until a successor is appointed and confirmed.
CHAIRPERSON: The board shall select its own chairperson.
COMPENSATION: The members shall serve without compensation.
FINANCIAL ACCOUNTABILITY
Entity is NOT included in the financial reporting for the City of Houston.
