LEGAL AUTHORITY FOR CREATION AND OPERATION(State)
Texas Health and Safety Code, Section 823.005 and Division 6 of Article IV of Ch. 6 of the Code of Ordinances (Sections 6 - 131 through 6 - 133) as amended, January 2007.
GENERAL POWER AND DUTIES
Render advice and assistance to the Health and Human Services Department Director ("Director") regarding the City's compliance with the requirements of Chapter 823 of the Texas Health and Safety Code.
MEETING TIME AND LOCATION
The committee shall meet from time to time at the call of the chairperson, provided that the committee shall meet not less than three times per calendar year. The director shall arrange for a city conference room to be provided for the conduct of meetings.
COMPOSITION
The Animal Advisory Committee shall consist of six committee members. The committee members in positions one through four shall be appointed by the City Council in accordance with Rule Nineteen of the City Council's rules of procedure as codified in Section 2-2 of the Code. The members in positions five and six shall be appointed by the Mayor and confirmed by the City Council.
Position 1 Shall be filled by a Texas Licensed Veterinarian.
Position 2 Shall be filled by a municipal or county official and shall be designated to serve as the ex officio secretary of the committee.
Position 3 Shall be filled by a person whose duties include the daily operation of an ‘animal shelter’ as defined in Sec. 823.001 of the Texas Health and Safety Code.
Position 4 Shall be filled by an officer or employee of an animal welfare organization.
Positions 5 & 6 Shall be filled by residents of the City of Houston.
QUORUM: A majority of the members of the committee shall constitute a quorum for the conduct of business.
TERM: The member of the committee shall serve for two year terms commencing on the first day of each even-numbered calendar year and ending on the last day of each odd-numbered calendar year or when their successors are appointed and qualified.
CHAIRPERSON: At the first meeting of each calendar year the members of the committee shall select a chairperson.
FINANCIAL ACCOUNTABILITY
Entity is NOT included in the financial reporting for the City of Houston.
