LEGAL AUTHORITY FOR CREATION AND OPERATION(State)
City of Houston, Code of Ordinances, Chapter 6, Article IV, Division 6, Sections 6-131 through 6-133. Texas Health and Safety Code, Chapter 823, Section 823.005.

GENERAL POWER AND DUTIES
1. Render advice and assistance to the Administration & Regulatory Affairs Department ("Director") regarding the City's compliance with the requirements of Chapter 823 of the Texas Health and Safety Code.

MEETING TIME AND LOCATION
The committee shall meet from time to time at the call of the chairperson, provided that the committee shall meet not less than three times per calendar year. The director shall arrange for a city conference room to be provided for the conduct of meetings.

COMPOSITION
TOTAL: 6 members

Position 1: Shall be filled by a Texas Licensed Veterinarian and appointed by City Council (in accordance with Rule 19 of City Council's Rules of Procedure).
Position 2: Shall be filled by a municipal or county official and shall be designated to serve as the ex officio secretary of the committee and appointed by City Council (in accordance with Rule 19 of City Council's Rules of Procedure).
Position 3: Shall be filled by a person whose duties include the daily operation of an ‘animal shelter’ as defined in Sec. 823.001 of the Texas Health and Safety Code and appointed by City Council (in accordance with Rule 19 of City Council's Rules of Procedure).
Position 4: Shall be filled by an officer or employee of an animal welfare organization and appointed by City Council (in accordance with Rule 19 of City Council's Rules of Procedure).
Positions 5 & 6: Shall be filled by residents of the City of Houston who are appointed by the Mayor and confirmed by City Council.

QUORUM: A majority of the members of the committee shall constitute a quorum for the conduct of business.
TERM: The member of the committee shall serve for two year terms commencing on the first day of each even-numbered calendar year and ending on the last day of each odd-numbered calendar year or when their successors are appointed and qualified.
CHAIRPERSON: At the first meeting of each calendar year the members of the committee shall select a chairperson.
COMPENSATION: Members shall not be compensated for service, provided that any member who is a city employee shall continue to receive his regular compensation while serving on the committee.


FINANCIAL ACCOUNTABILITY
Entity is NOT included in the financial reporting for the City of Houston.
