LEGAL AUTHORITY FOR CREATION AND OPERATION(State)
Bylaws of the Committees are established by the Houston-Galveston Area Council.
GENERAL POWER AND DUTIES
The powers and duties are specific to the various committees reporting to the Houston-Galveston Area Council. (See Below for general description of each committee).

COMPOSITION
Positions 1 through 3 Area Emissions Reduction Credit Organization – Administers the emission reduction credit program; appointed by H-GAC Board from nominations submitted by individual council Board members and other interested organizations and officials within the area (thus, Mayor may nominate). Term: Three years with one-third of the members’ terms expiring each year on May 31.
Positions 4 through 8 with 5 alternates Criminal Justice Advisory Committee – Allocates funding to local programs and advises H-GAC Board on criminal justice programs; appointments come from nominations made by H-GAC Board members, interested organizations, and H-GAC staff, and appointments are approved by H-GAC Board. Term: Two years expiring May 31 of odd numbered years. Review Criminal Justice Advisory Committee bylaws for categories that can be represented.
Positions 9 & 10 with 1 alternate Emergency/Trauma Care Policy Council – Develops regional policy for uncompensated care and access to non-emergency and emergency medical services; nominated by H-GAC Board and interested organizations, made by H-GAC Board. Term: Two years expiring May 31 of odd numbered years.
Position 11 with 1 alternate Gulf Coast Economic Development District – Provides oversight to H-GAC’s economic development planning program; the City Mayor appoint one representative and one alternate. Term: Three years expiring May 31.
Position 12 Natural Resources Advisory Committee – Advises H-GAC on water quality, water supply, flood, and other natural resource issues; approved by H-GAC Board of Directors after receiving recommendations from the Natural Resources Advisory Committee. A City of Houston Water Resource Representative shall be a designated representative. Term: Two years.
Positions 13 & 14 with 2 alternates Regional Air Quality Planning Committee – Advises H-GAC Board, regional and local governments, transportation organizations, and state agencies on regional air quality issues; appointed by H-GAC Board from nominations by individual Board members and interested organizations. Term: Two years staggered terms with one-half of the members’ terms expiring each year on May 31.
Position 15 with 1 alternate Regional Homeland Security Coordinating Council – Coordinates regional disaster response and approves federal homeland security funding; appointments shall come from recommendations made by the Chief elected officials (including the Mayor) and H-GAC Board members. Term: Two years expiring May 31 of odd numbered years.
Position 16 Solid Waste Management Committee – Advises H-GAC Board and local governments on solid waste management issues. Appointments made by H-GAC Board after receiving recommendations from individual Board members and from Solid Waste Management Committee, one City of Houston member. Term: Two years.
Position 17 with 1 alternate Technical Advisory Committee – Approves federal roadway funding. Chief elected official (the Mayor) appoints one position. Transportation Policy Council members nominate four at large positions. *Special Note: There are opportunities for City of Houston staff to serve in at-large positions. Term: One year ending December 31.
Positions 18 through 20 with 3 alternates Transportation Policy Council – Develops and coordinates policy and federal funding for all transportation modes. Three positions, (at least one member shall be an elected official). Term: One year ending December 31.
Positions 21 through 24 Regional Safety Council – Advises Transportation Policy Council on the development and coordination of its safety program. Two positions nominated by the Mayor and confirmed by H-GAC Board. Term: Two years with approximately one-half of the members expiring each year on December 31.
Inactive and Other Committees
Airport Advisory Committee (Inactive) Term: Two years expires May 31 of even numbered years.
Forecast Advisory Committee - Coordinates demographic, economic, and land use data for planning. Recommends regional demographic forecast. Approved by H-GAC Board appoint.
Geographic Data Committee – Coordination, cost sharing and information exchange in geographic data technologies. Self-appointed by organization wishing to participate. $1000 annual dues for voting members.
FINANCIAL ACCOUNTABILITY
Entity is NOT included in the financial reporting for the City of Houston.
