LEGAL AUTHORITY FOR CREATION AND OPERATION(City)
Texas Tax Code, Chapter 311; City of Houston Ordinance No. 95-1323, 96-910, 2001-301, and 2000-240;
City of Houston Resolution No. 99-39.
GENERAL POWER AND DUTIES
To make recommendations to the City Council concerning the administration of the Zone. Prepare or cause to be prepared to adopt a project plan and a financing plan for the Zone and submit such plans to the City Council for its approval.
MEETING TIME AND LOCATION
Time and date of meeting to be determined by Board (notice of same will be posted).
COMPOSITION
Nine (9) members.
Positions 1-5: Mayor appointed, confirmed by City Council.
Position 6: Reserved for HISD appointee
Position 7: Reserved for Harris County appointee
Positions 8 and 9: Reserved for other taxing units within the Zone
Chairperson: Mayor appointed, confirmed by City Council.
QUALIFICATIONS (Non – Petition)
(A) Be a qualified voter of the City; OR
(B) Be at least 18 years of age and own real property in the zone, whether or not the individual resides in the City.
CORRESPONDING BOARD
Main Street Market Square Redevelopment Authority.
TERM:
Odd-numbered positions expire December 31 of odd-numbered years.
Even numbered positions expire December 31 of even-numbered years.
Chairperson position expires on December 31 annually.
PROCESS:
Positions 1-5 and Chair:
1. Memo from Mayor to City Council nominating and appointing Director(s)
2. Attach resume with home address
3. Send memo to City Secretary for calendaring on agenda 2 weeks following the date of memo
Positions 6 and 7: Reserved for HISD and Harris County taxing unit levying taxes within the Zone, whom may appoint one director. 2 If Harris County does not participate in the Zone, the process for positions 1-5 is followed.
Position 8 and 9: Reserved for other taxing unit levying taxes within the Zone, whom may appoint one director. If the respective organization, does not participate in the Zone, the process for positions 1-5 is followed.
DURATION OF BOARD
January 1, 1996 – December 31, 2025
Appointments to Authority Board addressed with corresponding TIRZ appointments
Failure to appoint a director shall not be deemed a waiver.
FINANCIAL ACCOUNTABILITY
Entity is included in the financial reporting for the City of Houston. Required to take an Ethics Course.
