LEGAL AUTHORITY FOR CREATION AND OPERATION(City)
Texas Tax Code, Chapter 311; City of Houston Ordinance No. 96-1337, 97-1590 and 1999-1069;
City of Houston Resolution No. 97-69.


GENERAL POWER AND DUTIES
To make recommendations to City Council concerning the administration of the Zone. Prepare or cause to be prepared to adopt a project plan and a financing plan for the Zone and submit such plans to the City Council for its approval.

MEETING TIME AND LOCATION
Time and date of meeting to be determined by Board (notices of same will be posted).

COMPOSITION
Seven members.
Positions 1-5: Mayor appointed, confirmed by City Council.
Positions 6 and 7: Reserved for taxing units within the Zone
Chairperson: Mayor appointed, confirmed by City Council

QUALIFICATIONS (Non-Petition)
(A) Be a qualified voter of the municipality, OR
(B) Be at least 18 years of age and own real property in the zone, whether or not the individual resides in the municipality.

CORRESPONDING BOARD
Memorial-Heights Redevelopment Authority.

TERM:
Odd number positions expire December 31 of even-numbered years
Even numbered positions expire December 31 of odd-numbered years
Chair position expires on December 31 annually.

PROCESS:
Positions 1-5 and Chair:
1. Memo from Mayor to City Council nominating and appointing Director(s)
2. Attach resume with home address
3. Send memo to City Secretary for calendaring on agenda 2 weeks following the date of memo
Positions 6 and 7: Reserved for taxing unit levying taxes within the Zone, which may appoint a director. If the organization does not participate in the Zone, the process for Positions 1-5 is followed.

DURATION OF BOARD
January 1, 1997 – December 31, 2016

Appointments to Authority Board addressed with corresponding TIRZ appointments.


FINANCIAL ACCOUNTABILITY
Entity is included in the financial reporting for the City of Houston. Required to take an Ethics Course.
