LEGAL AUTHORITY FOR CREATION AND OPERATION(City)
City of Houston Ordinance No. 97-942. City of Houston Ordinance No. 97-1013. Texas Local Government Code, Chapter 335, Subchapter C.
GENERAL POWER AND DUTIES
In accordance with rules established by the Texas Local Government Code, the Authority shall establish a fund known as the venue project fund and use money in such fund for planning, acquiring, establishing, developing, constructing or renovating one or more approved venue projects, including projects for professional baseball team and a professional football team (which project is expected to be suitable for rodeo purposes) and, for a basketball team, a professional hockey team and other sports and community venue purposes.
MEETING TIME AND LOCATION
The time and date of meetings are to be determined by the Board.
COMPOSITION
The Harris County-Houston Sports Authority Board of Directors has thirteen members including the chairperson.
Positions 1 through 5 and 11 are appointed by the mayor and confirmed by city council with written notice to the county judge and chairperson. Must be residents of the City of Houston.
Positions 6 through 10 and 12 are appointed by county judge and confirmed by commissioners court with written notice to the mayor and chairperson.
QUORUM: A quorum of the Board is a majority of the Directors.
TERM: Directors shall serve two year terms (staggered). The terms of Directors serving in Position numbers one, two, three, six, seven, and eight shall expire on August 31 of even-numbered years. The terms of the Directors serving as the chairperson and in Position numbers four, five, nine, ten, eleven, and twelve shall expire August 31 of odd-numbered years.
CHAIRPERSON: Appointed by the mayor and the commissioners court with confirmation by the city council written notice to the city secretary, the Harris County Clerk, and the secretary of the Board.
FINANCIAL ACCOUNTABILITY
Entity is NOT included in the financial reporting for the City of Houston. Required to take an Ethics Course.
