LEGAL AUTHORITY FOR CREATION AND OPERATION(City)
Texas Tax Code, Chapter 311, City of Houston Ordinance No. 97-1524, City of Houston Resolution No. 97-66.
GENERAL POWER AND DUTIES
To make recommendations to City Council concerning the administration of the Zone. Prepare or cause to be prepared to adopt a project plan and a financing plan for the Zone and submit such plans to the City Council for its approval.
MEETING TIME AND LOCATION
Time and date of meeting to be determined by Board (notices of same will be posted).
COMPOSITION
Seven members.
Positions 1-5: Mayor appointed, confirmed by City Council.
Position 6: Reserved for Harris County appointee
Position 7: Reserved for HISD appointee.
QUALIFICATIONS (Non – Petition)
(A) Be a qualified voter of the municipality; OR
(B) Be at least 18 years of age and own real property in the zone, whether or not the individual resides in the municipality.
CORRESPONDING BOARD
Gulfgate Area Redevelopment Authority.
TERM:
Odd-numbered positions shall expire December 9 of odd -numbered years.
Even-numbered positions shall expire December 9 of even-numbered years.
Chair position expires December 9 annually.
PROCESS:
Positions 1 –5 and Chair:
1. Memo from Mayor to City Council nominating and appointing Director(s)
2. Attach resume with home address
3. Send memo to City Secretary for calendaring on agenda 2 weeks following the date of memo
Positions 6 and 7: Reserved for HISD and Harris County taxing unit levying taxes within the Zone, which may appoint a director.2 If the organization, Harris County, does not participate in the Zone, the process for Positions 1-5 is followed.

January 1, 1998 – December 31, 2027
Appointment to Authority board addressed with corresponding TIRZ appointments
Failure to appoint a director for HISD shall not be deemed a waiver.
FINANCIAL ACCOUNTABILITY
Entity is included in the financial reporting for the City of Houston. Required to take an Ethics Course.
