LEGAL AUTHORITY FOR CREATION AND OPERATION(City)
Texas Tax Code, Chapter 311, City of Houston Ordinance No. 97-1570, 99-913, and 2002-1147,
City of Houston Resolution 99-45.


GENERAL POWER AND DUTIES
To make recommendations to City Council concerning the administration of the Zone. Prepare or cause to be prepared to adopt a project plan and financing for the Zone and submit such plans to the City Council for its approval.

MEETING TIME AND LOCATION
Time and date of meeting to be determined by Board (notices of same will be posted).

COMPOSITION
Nine members
Position 1: State Senator, District 13 or representative
Position 2: State Representative, District 131 or representative
Position 3 - 7: Mayor appointed, confirmed by City Council.
Position 8: Reserved for HISD appointee
Position 9: Reserved Harris County appointee
Chairperson: Mayor appointed, confirmed by City Council

QUALIFICATIONS (Petition)
(A) Be at least 18 years of age; AND
(B) Own real property in the zone or be an employee or agent of a person that owns real property in the zone.

TERM
Positions 1and 2: serve by operation of law
Positions 3 - 5: expire December 31 of even-number years
Positions 6 - 9: expire December 31 of odd-number years
Chair position expires on December 31 annually
Entity is included in the financial reporting for the City of Houston
for term expiring December 31.

PROCESS
Positions 1 and 2: Require no action by the City2
Positions 3 – 7 and Chair:
1. Memo from Mayor to City Council nominating and appointing Director(s)
2. Attach resume with home address
3. Send memo to City Secretary for calendaring on agenda 2 weeks following the date of memo
Positions 8 and 9: Reserved for HISD and Harris County taxing unit levying taxes within the Zone, which may appoint a director.3
