LEGAL AUTHORITY FOR CREATION AND OPERATION(City)
City of Houston Ordinance No. 1997-1589. City of Houston Ordinance No. 1999-912. City of Houston Ordinance No. 1999-1069. City of Houston, Texas, Resolution 2003-10. Texas Tax Code, Chapter 311.

GENERAL POWER AND DUTIES
To make recommendations to City Council concerning the administration of the Zone. Prepare or cause to be prepared to adopt a project plan and a financing plan for the Zone and submit such plans to the City Council for its approval.

MEETING TIME AND LOCATION
Time and date to be determined by Board (notices of same will be posted).

COMPOSITION
TOTAL: 7 members
Positions 1 through 5: Mayor appointed, confirmed by City Council.
Position 6: Reserved for Harris County appointee.
Position 7: Reserved for Humble ISD appointee.

QUALIFICATIONS (Non – Petition)
(A) Be a qualified voter of the municipality; OR
(B) Be at least 18 years of age and own real property in the zone, whether or not the individual resides in the municipality.
PROCESS: Positions 1 through 5 and Chair:
1. Memo from Mayor to City Council nominating and appointing Director(s)
2. Attach resume with home address
3. Send memo to City Secretary for calendaring on agenda 2 weeks following the date of memo
Positions 6: Reserved for Harris County taxing unit, levying taxes on real property in the Zone, which may appoint a director.
Position 7: Reserved for Humble ISD taxing unit, levying taxes on real property in the Zone, which may appoint a director. If taxing unit does not participate in the Zone, the process for positions 1-5 is followed.

CORRESPONDING BOARD: Lake Houston Redevelopment Authority.
TERM: Odd-numbered positions expire Dec. 31 of even-numbered years. Even numbered positions expire Dec. 31 of odd-numbered years.
CHAIRPERSON: Appointed by the Mayor, confirmed by City Council. Serves a 1 year term expiring on Dec. 31.
QUORUM: Not specified.
COMPENSATION: Not specified.
DURATION OF BOARD: January 1, 1998 to December 31, 2027.


FINANCIAL ACCOUNTABILITY
Entity is included in the financial reporting for the City of Houston. Required to take an Ethics Course.
