LEGAL AUTHORITY FOR CREATION AND OPERATION(City)
Texas Tax Code, Chapter 311, City of Houston Ordinance No. 98-713, 99-705, 2000-924, 2001-1163,
City of Houston Resolution No. 99-40.
GENERAL POWER AND DUTIES
To make recommendations to City Council concerning the administration of the Zone. Prepare or cause to be prepared to adopt a project plan and a financing plan for the Zone and submit such plans to the City Council for its approval.
MEETING TIME AND LOCATION
Time and date of meeting to be determined by the Board (notices of same will be posted).
COMPOSITION
Nine members
Positions 1 - 5: Mayor appointed, confirmed by City Council.
Positions 6: Reserved for Aldine ISD appointee
Positions 7: Reserved for Harris County appointee
Positions 8: Reserved for North Harris Community College District appointee
Positions 9: Reserved for Spring ISD appointee
Chairperson: Mayor appointed, confirmed by City Council
QUALIFICATIONS (Non – Petition)
(A) Be a qualified voter of the municipality; OR
(B) Be at least 18 years of age and own real property in the zone, whether or not the individual resides in the municipality.

TERM
Odd-numbered positions expire August 31 of even-numbered years
Even-numbered positions expire August 31 of odd-numbered years
Chair positions expires on August 31 annually.
PROCESS
Positions 1-5 and Chair:
1. Memo from Mayor to City Council nominating and appointing Director(s).
2. Attach resume with home address.
3. Send memo to City Secretary for calendaring on agenda 2 weeks following the date of memo.
Positions 6, 7, and 9: Reserved for taxing unit levying taxes within the Zone, which may appoint a director. If the organization does not participate in the Zone, the process for Positions 1-5 is followed
Position 8: Reserved for North Harris Community College District taxing unit levying taxes within the Zone, which may appoint a director.2
DURATION OF BOARD AS PURPOSED BY ORDINANCE No. 98-713
January 1, 1999 – December 31, 2028
1 Appointment for Authority Board addressed with corresponding TIRZ board.
2 Failure to appoint a director shall not be deemed a waiver.
FINANCIAL ACCOUNTABILITY
Entity is included in the financial reporting for the City of Houston. Required to take an Ethics Course.
